The Effectiveness of Community-Based Family Planning Village Policies in Addressing Population Issues in Indonesia

Abstract

Demographic issues such as high birth rates, early marriage, and low public awareness of family planning programs remain significant challenges in developing countries, including Indonesia. The Family Planning Village program is regulated by national laws and policies as part of a broader strategy to address population and reproductive health challenges. Although the program has been widely implemented nationwide, empirical evidence on its effectiveness and implementation dynamics at the local level remains limited. This study provides novel insights by evaluating the effectiveness of the Family Planning Village program in Sumedang Regency and identifying supporting and inhibiting factors in rural areas. A descriptive qualitative approach was employed through structured interviews, field observations, and document reviews. Data were analyzed using George C. Edward III's policy implementation framework, which encompasses communication, resources, disposition, and bureaucratic structure. The results indicated that the policy was relatively effective in increasing contraceptive use, strengthening community participation, and promoting cross-sectoral collaboration. However, key obstacles included limited funding, inadequate cadre training, and suboptimal inter-agency coordination. These findings contribute to the growing evidence that community-based approaches can be effective strategies for addressing demographic challenges in rural Indonesia.
